Using the latest version (4.3.249) and playing as the German: Objective Bizony is active from the start of the scenario to D3-0200. The scenario concludes D3-1800.

Should the 10 points apply to Occupation and not Completion, like Bourny, Noville, and Foy?

At the conclusion of the scenario, the objective is no longer active and therefore Completion points are not meaningful.

Completion is valid: the points will be awarded to the owner/neither at D3-02:00 as the objective is closed/completed.

Whether completion is more appropriate than occupation depends on designer intent, expected situation and taste, but the setting is not invalid.
