Splitting units in Patch 1.01

What is up with splitting units with the new patch? The old rule which allowed any unit to split even those over current tech level seems to have been replaced by ONLY Germany can split units and only at or below current technology. Aren't other countries allowed to split units? My understanding is that the patch was supposed to restrict splitting units to the tech level of the country for the unit type. As is ONLY Germany can split units.

It's in the notes: Can only split with current technology or lower.
Italy works for me.
Each country has a different technology level so can only split the current level

Thanks, the only country I can split units (level 1 units) with is GE I only looked at the Fall Gleb Scenario I checked both PBEM and a regular games with same result (except I could not test the Axis in the PBEM game)
