Noob Questions

Two questions I couldn't answer while spending some time with the Road to Leningrad scenario yesterday.

a) If I remember correctly it was mentioned somewhere that in turn 2 you could sea transport (not amphib land) troops. I took Riga turn 1 and 2 of the three ports between Riga and Koenigsberg. No luck, I can route a sea transport pretty much to the entrance of Riga Bay, but the hexes in the bay are greyed out, so I cannot move actually into Riga, despite having plenty of movement left. Thinking of naval intercepts I did take that third port (left of Riga) next turn, but still no luck. What am I missing?

b) My Panzerggruppe advanced by the end of turn two just south of Pskov, securing the river crossing). The Corps HQs 5 hexes away. At the beginning of turn 3 I wanted to use supply buildup but couldn't on these HQs. What exactely are the requirements for a HQ to be eligible for supply buildup? I had a path to the railheads and superior HQs, although I am not sure if the Army/AGN HQ was close enough - if it has to be...

c) When using the air transport to help advance units I notice Tanks and motorized Infantry will always get fuel but never supply. Is there a way to control what kind of good is transported?

EDIT: added third question

c) hold shift while ordering an air supply mission - this will bring up another menu with air unit and delivery type selction.

b) Probably too far from the railhead. There was a late rule addendum (not in the color manual, but in the rule addenda in the "US Letter" version of the manual in your Gamefolder) that requires HQs to be no more than 20 MPs from the railhead. So HQ buildup for Axis in June July '41 is tougher.

a) If I recall correctly.....as long as the Soviets own Kuressare (the port north of Riga on the peninsula) they block sea transport in and out of Riga. Rule change somewhere along the way to prevent moving an unrealistic number of Axis troops closer to the front quicker than was possible.

But IIRC if you manage to bomb the port a bit, you'll be able to get some troops past it. Or has that changed too?
