HQ Unit and Personnel plus when to attack

I am playing the Blau scenario as the soviets. I have a question or two,
A few HQ units have a number of personnel with like 20,000 plus soldiers in them.
Do I do anything with these units?
Second - What do you look at when deciding to attack, ie what numbers of your opponents units? Do you hover the mouse over the enemy and look at specific numbers? Could someone give me an example or picture of what looks good and what doesn't cv numbers etc? I am not sure about all this still!!!!
