Examining Japanese Supply routes - recommends?

Hello all,
I'm looking at starting a game as the Japanese against the AI Allies.
In looking at the map, I notice several large rail nets.
Ideally, I'd like to use these to my advantage in distributing oil/fuel/resources.
How well does rail move the resources?
Several of the Nets are only linked by primary roads. How well does resource travel on these roads?
- the idea here is to keep naval supply runs short and think out of the box... ;0)
I've looked through the manual and there's not really much in there to tell me how resources are moved around.
I'm guessing that they get there eventually. Ideally, after the conquest of rail nets between Korea and malaya... Singapore could be provided with fuel and oil and it would make its way to Fusan =0)
Probably pie in the sky, but it did pique my curiosity...
