Not sure if this was suppose to be an expansion, but the editor for example doesn't even list all the units.

You can create a campaign with only 2 units?

I very much doubt the game is incomplete nor will it be an expansion as they need the original game, most likely your missing something in the manual.

Go to graviteam forums and see if anyone has had your problem before.
