Supply delivered by air??

When I uppgraded my UK air in my tech test to lvl 3 I got a choice of increasing supply dealt by tac air. I didnt know u could do it. But I like if the game allow it.

This is done automatically.
Check Manual, page 80.

The unit will say alternative supply if it is surrounded.
In patch 1.02 there will be an easier method.

My understanding is if they are in range of a STR air unit they will get some alternative supply. I expect this is checked at the start of the turn.
