AA lvl for Forts?

Does fort lvl had to do anything with anti aircraft impact on bombers?
Maybee better ask about all AA on the map and on target units,how good are they and where can I find them? Can I increase the chance to shoot down air by move in a ground unit?Also interesting is too know about deep strikers, how they got fired upon during the travel to the target. For example a bomber on its way to Berlin from England, will they be attacked by AA on its way and Will they be intercepted when passing enemy fighters interception zon? Reason I ask is that in my German campaign Berlin is strategicly bombed. I got 2 fighter units in and adjacent to Berlin and the bombers ar´nt intercepted.
