Italy can generate troops in Lybia

That should be amended, there is no way Italy could mobilize anything but 3rd rate troops out of Lybia.
Everything else would need to be shipped over.

Absolutely, I was taking over Lybia with the British when the AI created new units in Barka and El-Mechili then I lost a STRAT bomber. Well not a big deal.
