I assume you are talking about Iraq, if so the largest port, Basra is too small to deploy a CVE. But of course that is a good unit to build to help the allies fight U-Boats and the game lets you so why not?

I got to laugh at the game allowing building aircraft carriers as Iraq [X(][X(][X(]. The game should require a port to be specified when ships are built I suppose. Particularly as Germans 'finishing' ships in captured Med ports etc is pretty gamey. I don't wonder that the game designer didn't think someone would build and aircraft carrier in Iraq though.

Minors are treated just like 'little majors' so production based this allows odd things like this. Iraq was at the time incapable of building anything but infantry. Even motorized infantry would have required the vehicles to be imported. They could no more have built an aircraft carrier than a moon rocket.

You need to get those Iraqis on the move and capture a bigger port until then no CVE for you [:D][:D][:D]
