Germany can deploy troops in North Africa in Oran and Rabat.

For Norway, Germany can deploy in Oslo.

Also, Germany can deploy submarines in Port Said.

Are we talking about land/air units?

Are there convoys running there.

For Oran and Rabat you can directly deploy land units. I assume air too.
For Port Said, I only tested submarines as that's the only ship I had in the game that was available.

For Norway you can deploy any land unit or air unit in or around Oslo.

There are no Germany convoys. You can create them, but they will not work as they can not pass through the Gibraltar straits.

After testing for 5 turns, it appears that a German player can not deploy any land or air units in Africa.

It must a left over residual from changing the AI country of Germany to human. Then you can deploy any units, but only on that turn.

So, somehow the AI is allowed to deploy in North Africa but the human is not.

So, map is okay in this respect except submarines are still allowed. Deploying submarines is debatable as to which way you want it. I did not test larger ships

We may want to look at the AI configuration and deployment in North Africa.

For Norway, you can deploy units no matter what turn you are on as long as you own and control it.

I also noticed that when Estonia joined my Axis its ports never became functional. They are indicated on the map but no entry is possible.
