Make sure under prefrences there are air sections. And as long as the weather is clear you'll get to buy them. Paratroopers are mearly airborn troops (in your inf list) that you load onto cargo planes that you have purchesed.
You assign paratroopers (after you load them into the planes in deployment) just like spec ops during deployment.
One tip : Cargo planes don't hold much, you need 4 for every pit of airborn troops you get (4xinf 1xmg/mort)

Not much happened this turn as the Russians await the German advance. Spearheaded by what seems like 2 platoons of Tigers, maybe more hidden in the Trees
An IS-2 and a T-34 m43 open fire on the Tigers, hitting one but not penetrating. That same T-34 is blown to bits by the heavy tank's 88mm

I move my troops up, and I spot a silly tank trying to bombard me. I succesfully put an 88 rounds into his front turret. Boom. Other than that, men in skis keep advancing. No contact so far.

1 of your ski trooper squads is dispersed this turn, another one is forced back by heavy tank fire.
A Tiger is destroyed and another one disabled at the heavy cost of 2 IS-2s and a T-34.
It seems this battle might fare different from our last one

Well, maybe it is cuz I see a company ++ of late model Tigers!!!! They're like battering rams smashing on my wooden gates (T-34s)!!!!!!!
I destroy 2 more Tigers this turn but at a cost of !3! T-34s and an SU-122.
Hope my troops shoot better next turn

I lose no tanks this turn, but I've lost count on how many I destroyed. Although one of my tank's engines succumbed to the cold and has broken down

. I move up my troops, take some casualties, pop some conscripts, and blow up mucho tanks.

I lose 5 T-34s this turn... and for what!?
2 immobilized Tigers and 1 destroyed, all in the North. That'll at least slow down your nothern flank (theoretically)
The losses on the T-34s are spread out, with 2 or 3 lost down south.
I also dispersed anothe Ski squad using the conscripts. Contrary to popular view, I think conscripts rally pretty well, better than the French at least

I destroy two tanks this turn, and a KV in the east is giving me trouble. No matter how many 88 rounsd I punch through the thing, it survivse. ****!

I lose around 1/2 dozen tanks this turn, mostly T34s... ****!!!
Those Tigers of yours are unstoppable!!! More than a company in strength now!!!
On the other hand however, my conscripts are holding pretty well against your elite Ski troops, even pushing back a few squads...
But that doesn't change a thing... Those Tigers are killing me!!! Ripping all armor around the front like so much tissue paper!

Shot after shot after shot bounces off the Tigers' thick hides. One is immobilized. I have relatively cheap losses this turn, a T-34 and a captured Mark IV. This is due more to my thinning amount of armor than skill.
The conscripts however are making those Ski squads of yours a run for their money. The whole line of Ski-equipped troopers are forced back by conscript fire. Up North, an enterprising platoon has even advanced, their sights aimed on an immobilized Tiger. hehehehehehe
