pilot rotation needs another tweak

Using 1.20 patch. I've noticed several air groups where some pilots have multiple missions and high fatigue while others in the same group have low numbers. An extreme example is one group where one pilot has 18 missions and 62 fatigue while another one has 1 mission and 0 fatigue. This needs to be tweaked again please as it will affect WitP too.

Could not this one pilot with 1 mission and 0 fatigue been a recent replacement?
