RN withdrawals

What exactly triggers RN ship withdrawals in pacwar? It seems to me that right now, every RN capital ship (plus one dutch CLAA at least) is automatically withdrawn if (reasonably intact) in a Task Force at the beginning of a month (not sure whether it is the week before or the one after the month that counts). Ships do not get withdrawn when in port or while at sea with serious damage. While this reasonably limits RN offensive operations, it also leads to very strange situations. I almost hate myself for the way I play right now, that is, I switch RN ships to port for two weeks of the month (as I could not 100% pinpoint when they are withdrawn), and operate them the rest of the time (which generally means close to base, or simply on a shuttle voyage). I would not mind seriously reduced fleet presence, but going from full deployment to 0 within a week is a hard blow.
I think some better way to simulate the withdrawal of RN ships needs to be found. For a start, no or few withdrawals should occur before a RN capital ship (historically, 1 BB, 1 BC, 1 CV(L) and 2 cruisers were sunk before the fleet was withdrawn, by that time Singapore had also been evacuated and ceylon raided) has been lost, Singapore falls or Ceylon gets raided by IJN carriers. Best would be a combination of the above. If no trigger can be created to cause the withdrawals, I would find it best if ships were pulled out (if possible by type rather then exact ID) on fixed dates. If possible, cruisers should also be exempt from withdrawal (except at certain historic dates when they are needed elsewhere).
Currently, the RN is not a factor in the game giving the IJN a free run off India even if no decisive victory was achieved.
