Finnish Units - No Disband or Assign Options?

Do the Finnish units operate by different rules to the other axis allies? I dont seem to have the Disband or Assign buttons available for use. My poor old Finnish divisions and brigades are at ~80% strength whilst I have a horde of various battalions floating around in my HQs.
Am I missing something?

Several units are sheduled for withdrawal so you can't disband them.

I cant select any Finnish unit for Disbanding or Assigning. Can anyone confirm that the Finns operate under different rules?

Are they still frozen? I can disband Finns at the start of the 42 scenario when they aren't units that will withdraw, aren't in static mode, and are far enough from the enemy (more than 3 hexes).

I've had the same problem with previous versions of the game. I just figured it was some aspect of the Finnish Army being modeled. In one particular game I recall that by mid-1942 my Finnish combat units were becoming very depleted. I wanted to disband a large number of those Finnish SU infantry battalions with the hope that the disbanded elments would make their way back to Finnish combat units and start filling in depleted TO&Es. However, no disband option was available.

Thanks for the info - 3 hexes was the key! All of my HQs were exactly at 3 hexes due to their positioning following the MUD turns. Still dont have access to the Assign option (apart from Finnish fortified zones) but at least all of those pesky replacement battalions are now back in the pool where I need them.
