I have found this piece and i know its dealing with equipment change but can someone translate it to me to normal language what does it mean?

--> slot 0 has IJA Hy Inf Sqd 41(709), to become IJA Inf Squad(707)
TOE difference in unit 4th(3787)

Does it mean the change will happen at that turn or at some other specified turn and what does it exactly mean?

It means that the unit has a different type of squad than it's meant to according to its TOE. A lot of units come in with non-TOE initial setups and then convert to follow their TOE.

The numbers have nothing to do with turns; it's the number of the devices (in this case, squads) in the editor.
