Has anyone noticed that sometimes, France does not collect all its money and manpower? in one game we have, France was short $9 and 7 mp. Any one know if this happens to any other nation?

I've encountered this problem as France in our most recent game. It's certainly not a consistent problem, so far occurring in only 1 Econ phase.
