halftrack movement bug

the german halftracks are not racing up to their potential

the halftrack counter has 2 treads on it, meaning it should get 2 additional hexes of movement thru the flat and rolling, clear hexes of terrain. The half track does get the 3 hex movement on roads.

The half tracks are only moving 1 hex per turn in the open, despite the clear terrain and the 2 tread markings at the top of the counter. Instead they are moving like wheeled units (trucks) and only getting the movement bonus on the roads. Their interface diagram shows them as treaded units with the number 2.

This is true. Halftracks should move exactly like tanks according to COH rules
