moving uphill not costing extra as it should

If the change in elevation is +1 the +1 AP is supposed to be added to the cost of movement. If it's a +2 elevation change(steep slope) then +2 AP's are added to movement cost. Note vehicles can't traverse a steep slope.

Moving uphill used to cost extra during the beta. I'm confused as to why that was lost and no one noticed?

We did not implement that rule.
