I had saved after my first action in "The Gap" that I had spent some CAPs on. Since something weird happened afterwards, I loaded that savegame and apparently upon loading it I had the full allotment of CAPs again.

Apparently this only happens when I load from within a running game via the "Open Game" Button and am then asked by the interface wether I'd like to start the game.
