The Monsters Tutorial: APC Bonus Movement

The APC in the Monsters Tutorial has blue Bonus move markers and AFAIK this should mean it get's its bonus move on clear terain and not jut on roads. Apparently it's not getting it when transporting a unit. Is this intentional or a bug or a misunderstanding of how it should work on my side?
