Forts behind the lines

I am sure there are posts on this somewhere, but given the highly sophisticated search engine for the boards, wanted to put it out there - what is the (fort nerf-era) rule on rear area forts? I have in my head somehow that at a certain distance they can't go above 2 without an FZ, but if anyone can clarify it would be helpful.
Also - what are the best attachments for FZs? Sappers or RR brigades? Seems like I have seen both mentioned...and should FZs be attached to an army HQ, fort HQ or STAVKA, or does it matter beyond just where the CPs fit in the easiest (which I guess would imply STAVKA).
