when using the PM, the reply button does not work.

Neither does it work if I click on their name and go to their screen and try to pm them from there.

It clocks, makes the noise like something is going to happen, but neither a new tab is open nor does it move to reply.

any thoughts?

Popup blocker?

It works for me... just done that not less than 2 minutes ago....

USS America's suggestion of a popup blocker may well be the source of your problem.
