Close Combat

While doing a little play testing (Partisians Turtorial, Human vs Human), I noticed the following regarding close combat:
I moved 1 Soviet unit into a hex containing 4 German units.
I passed on the German turn.
I attacked with the single Soviet unit and it attacked ALL FOUR GERMAN UNITS.
Is this correct?
The only detailed description I could find for conducting close combat was in the Price of Honour board game rules. These rules state that a unit can only attack ONE unit with close combat. To me this makes sense, as a single unit shouldn't be able to incapacitate / destroy multiple units in close combat. Should the PC rules be the same as the board games re: Close Combat?
I know it's highly unlikey that this situation would ever occur in an actual game, but I'm just wondering if the rules are correctly implemented.
