Apoligies for the newbie question but how does this work? I have tried to go to a variety of units but never seem to have the option to do this. Could anyone pls help?

you need enough AP's to do it and there are other requirements, best check the manual.

Yeah, as a practical matter it may as well not exist, don't sweat it. The AP cost is horrendous and screams "not cost effective."

It shouldn't be anywhere near as expensive at is imo. There's a lot of stuff like this in the game which is theoretically doable but the stiff AP costs make them no nos, like HQ transfers and whatnot.
