Scenario:Frontier Firefights / Collective Farm

The briefing states that the Russians enter from the North and East. However, on the second turn ALL of the hexes were flashing blue, and I could place my Russian units anywhere on the map. I placed several reinforcements directly behing some german units and was able to destroy most of them. Is this placement correct, or is a glitch in the scenario? I was expecting the reinforcement hexes to be on the top (North) or right (East) map edges.
