Allied AI - why 2-destroyer flotilla?

I have seen it multiple times that when the AI decides to send destroyers to interdict my fleets; it does it in 2-ship flotillas, that are then killed piecemeal by my 1CL+7DD squadrons

Why this was coded this way? I mean, in most situations I have seen the AI had enough DDs in nearby ports to build bigger groups that would had made it more of a challenge

seen that with ijn AI too. down to pairs of SCs or PBs.

this was on diff setting easy,which might be it.

I am almost sure I am playing in historical difficulty

and really, if someone coded DDs to form 2-ship flotillas, then it was possible to code them to for 7-ship or 9-ship ones; better yet, make them flee to a safe port and let them stay there until they can form a squadrons of 2/3 cruisers and 6 to 9 DDs

Im sure it was done to interdict fleeing 1 and 2 ship AK groups in the early going.

this might make sense for the Japanese AI early war... but not for the Allies since all predefined Japanese surface task forces are bigger than 7 ships

It just could be that AI has lot of priorities and not enough ships.
