This drives me mad guys. A simple concept and mechanic that does not produce results because of incompleteness of the rules and weak a game feedback system. I want to make a rifle division out of two rife brigades..not naval in supply in move mode with 22 administration points. I believe i need 20!..what am i not getting?..Is it a leader check? If so lets get cracking on the in game game feedback engine. [:-] The more playable the game is on this level the more games you will sell. Sorry i love this game and hate to see it play like spi. i was raised on avalon hill. [&o] I read every Don Greenwood article about wargame creation theory with relish every issue in class without shame. There was one at the begining of every issue of the General. With that said I am really starting to enjoy the commanders report. And why wont that division form? [:D] Happy gaming

Its likely too early in the game. I had the same issue- one of the patches changed the date you could begin doing that- and you are probably looking at an old manual. What is the date in your game?

Thanks AFV I considerd all your suggestions. My manual says june 41. I'm mostly griping about having to rely on manual errata in genral. If that is what i am dealing with for this issue. If it helps i'm playing the new little trainer scenario veliki luki. .

As i recall May 42 is about the Naval Inf Brigade not the standard rifle brigade

3. Restricted Soviet Rifle brigades so they can’t merge into Rifle Divisions prior to May-1942.

Suggestion, to avoid problems, when the game will not execute a player command, show the rule number stopping the action.

Check the manual that comes with the updates (US-Letter). It has all of the changes made to the game in red at the end of each rules section.
