1.7.0.15 - Ignorace of strange ways reappearing

I had forgotten to post this one up during my last game... Unfortunately, I have no save with it.
I noticed that, at times, the "Ignorance of your strange alien ways" would pop back up with some alien races after it had already gone away. Attached is a screenshot.

I think it's cool. They grow comfortable with you because they think they got you figured - and then you brake their assumptions. In this case you have here, they naturally have something in common with you, and you've dealt with them good, but then again acted in ways elsewhere they did not like at all.

I don't believe it's intended like that. I believe it's supposed to occur only when you first meet the race and then it gradually decreases to 0 over time.

This is intended for the Quameno race. They are naturally suspicious and insular, so one of their unique race events is "Isolationists", which is a periodic reset of diplomatic relations with other empires by resetting their First Contact penalty.
