What are these "Convoy WS" things in the locations database? Are they basically there to disband for supplies or something?

They are used to put specific devices into the British device pools, so the rates can be varied rather than a constant build rate. They also deliver supplies. The names are those of real convoys that arrived at those locations on those dates in the real wars.

Thanks!
One other quick question. Is it possible to start configuring a mod on a clean file?
In other words if I delete all the info or set all fields to "0"s in the airgroup, ships and LCU databases (though careful not to delete "reserved" slots) would it work to start with a blank slate or will that cause problems in the game once I fill in units and stuff?
Much thanks.

Hey! These convoy thingies are really cool. I just did an ingame test and was able to add a shipment of aircraft to the convoy. When the convoy disbanded my pool of aircraft increased accordingly! THat is really cooooool! Maybe I'll change all aircraft production to convoys instead of slowly trickling one or two planes per turn. This way it will act like normal shipments of aircraft.

More than just British device pools. There are devices in there for just about everybody AFAIK.
