Are mortars targeted like artillery? I can't seem to get my mortars to do anything.

if there not on hold fire, once they see the enemy they start firing. Can also area fire thru there commander i believe.

You can also select your firing unit(Mortar,artillery piece or batteries) and then the G key,and mortars will indirectly fire on the chosen area you select for targeting(as long as they are in maximum effective range).Not very accurate, but helps to cover the blind zones behind hills, recon by fire,or for harrasment and interdiction.
