Modding the Sounds.dat file ??

Has anyone figured out the contents of the sounds.dat file? I bought a nice cd "Essential War Film Themes" some time ago, and replaced the original background music files with some of the tunes.
Reading another thread here there was a comment how it is easy to mod the sounds.dat file, but to be honest it does not make any sense to me ... [&:]

Edit: What I am trying to do is to add more tunes so was wondering if it is possible to add more slots for more new ogg files. In a perfect world I could add the all 32 tunes the cd came with to EF, WF and RS.
