I created an army HQ in Case Blue....

...and it started to fill with Soviet Infantry units, not staff. This doesn't seem right.....

HQ have infantry units. you most likely had no staff reinforcements after the HQ creation. so the HQ gets filled with everything else that is available. happened to me that way. wait a turn or two and you will see staff coming in.
