Movement

Can I confirm something? So far, I see it primarily wrt infantry movement but I assume it applies to vehicles as well.
When I give a movement order that takes only part of a phase to complete, the unit reaches the end of it's rubber-band and then, if infantry, appears to remain standing until the end of the phase, when it usually takes a knee.
Does this mean that a unit's incresed exposure/vulnerability due to movement lasts for the whole phase, even though it is moving for only part of the phase.
For example, if a unit rushes 20m across a road and spends the second half of a phase stationary in cover on the other side, for spotting and targeting purposes is it considered to be rushing during the whole phase, or only for the time it's actually moving?
