African Campaign

Most strategic European Theater of War type games I have played have Axis AI that ignores Africa (unless you start a 1942 scenario) and funnels units to the Russian Front.
Does this game have Axis AI that will send both Germans AND Italian forces down to Libya and put up a good continuous fight down there?
