I have loaded the game onto an HP net book and when I set the preferences I cannot see the save button to keep the settings. I am running in 1024 x 600 resolution. The direction keys will not move the screen down to where the button is hidden. Page down won't work either and I have to control, alt, delete to task manager to get out of the program. I was hoping to set it in windowed mode. If I start a game it's much the same.

My documents/my games/strategic war in Europe/ and open Settings.ini file located there?

please scroll down to [Main] section and check the display resolution there.

Fullscreen = true
Resolution X = 1024
Resolution Y = 768

the only two settings for my net book resolution are 1024 x 600 (recommended) and 800 x 600 (low)

I am looking to run it on the net book for when I travel. Thanks for the help.

please edit the file and enter:
Fullscreen = true
Resolution X = 1024
Resolution Y = 600

I have the same problem with trying to play the game on my netbook.  However, the fix is not working.  Don't know what I'm doing wrong.
 
Here are my settings now:
 
[Main]
FPSLimit = 60
Fullscreen = true
Language = ENG
ResolutionX = 1024
ResolutionY = 600
 
I tried entering a space before the "x" and "y" as it is in your example, but that didn't help.
 
What can I do?

Actually, I wasn't. I was changing the file in the game folder. It works now. Thanks for the fast help.
