RHS Control Test 7C: Scenario 105: Turn 3: Japan Follows Up

This is the report which went out to most on the RHS list - except Allied players in tests 7A and 7B.
This report excludes Allied testers in Tests 7A and 7B
This is a Control test - what might be called the base line - with minimal Allied input controlled by a rigid script - with a view to automating the game (for Scenario 102 if it works out well or acceptably enough). If not much is done, the civil schooner Cynthia Olsen is the most likely first ship engaged in the Central Pacific - as IRL - and by shelling from a sub - as IRL.
Aside from setting aircraft production (turning on factories with current aircraft, turning off factories which are future production) and key economic settings,
this involved only a few actions in Hawaii, the Philippines and Malaya. No commanders were changed - no cause yet - and nothing changed on the ground either. The rationale in each area was different, based on local intelligence.
In Hawaii, Kimmel took seriously the "don't expect hostile action" line of the warning message, but he ALSO took General Martin's (author of the joint Army Navy report which properly described the still theoretical attack in detail) recommendation. Since there were not 180 B-17s for the Army to search with, he put up comprehensive PBY searches from Midway, Johnston, Hilo, Oahu and Palmyra. These searches were supplemented by most of the Hawaiian Air Force B-17s and some short range recon planes, as well as by the carriers at sea and floatplanes. The two commanders created an integrated fighter defense plan. It didn't quite work on the initial wave - the planes were still assembling I guess - but it did manage to fight even in the sky at more than 20 : 1 odds in fighters (some of the Japanese were on the deck strafing, but even so - being at altitude helped a good deal). The second wave met more resistance with contributions from every squadron on two islands. At sea, Kimmel decided - "what if the carriers actually FIND an enemy force of "a maximum of six aircraft carriers?" He ordered the two forces to combine, and to be joined by a heavy cruiser nearby at Johnston Island. He ordered the Enterprise to fly off its short range TBDs in favor of taking on the only land based carrier bomber squadron available able to reach either carrier. This effort - invisible in the replay - probably means the Allies have a merged and integrated carrier task force by the end of the day. The two single ship ASW forces at sea were allowed to continue on course home, as were all non-warships at sea - it is still peacetime. But the two single ship ASW forces in the Oahu hex were increased to full four ship groups. These four ASW task forces give a good demonstration of the RHS ASW system, which is working very well in my view - because a "target rich environment" means a number of engagements occur. Otherwise, he ordered the remaining four submarines in Oahu to sea - to join the four already there - on four different headings - from Due West to due South - the expected direction of enemy approach (which, in fact, turned out to be correct).
On Luzon, the Far East Air Force, with more bases if not more fighter units than Hawiian Air Force has, set up a complex interleaving systems of CAP and LRCAP which worked much better than expected - engaging and sometimes decisively winning air battles even in hexes not intended to be covered - providing critical air cover for ships at sea and no doubt reducing damage to airfields. The B-17 force - lacking authorization to start the war with attacks on Formosa - concentrated at the Dole Pineapple Plantation on Mindinao, and managed impressive (if ineffective) attacks, plural, while avoiding destruction entirely. Unexpectedly, Philippine Air Force LRCAP helped with an attack on the Japanese light carrier Ryujo. Admiral King had the best knowledge war was coming of any forward commander - he was under actual but secret orders to try to start it from the President - in the form of trying to provoke a technical attack on any minor "US warship" in a sort of former day "Tonkin Gulf Incident" - and he had RN intel from radio intercepts that the war would begin "on or after 8 December" - which is 7 December Hawaii time - due to the fact all Japanese merchant ships would be in home waters on or before that date. He ordered three auxiliaries, the last division of destroyers in Manila,and all of the most modern submarines to relocate to Cebu. The surface ships were caught at sea by planes from Ruyjo - twice - but LRCAP effectively defended them - in spite of NOT being assigned to that mission! These ships escaped the destruction which rained from the sky at Manila.
In Malaya, a few air units moved to bases presumed closer to the invasion (which, it turned out, wasn't the case - the Japanese invasion occurred from top to bottom of the Malay penninsula). Although only long range Blenheims were assigned to cover Force Z - LRCAP of Buffalos did as well - with some effect. Land base bombers managed to score and sink ships still laden with troops, in spite of effective attacks on two Allied air bases - since they were operating from six or seven different places. Force Z picked up every available warship in reasonable shape to become as close to a balanced fleet as possible - and got within one hex of the Japanese "Heavy Cover Task Force" - which presumably it would have given rough treatment. But fighter cover or no, and in spite of 1/3 of the Japanese long range torpedo bombers being tasked to bombing an airfield, close wasn't quite good enough. The heavy ships may survive, but they won't be engaging landing forces if they do.
The Allied gunboats at Shanghai - there to provide radio communications for diplomats - tried two different ideas - neither of which worked. USS Wake was relieved of its duty - and tried to make a nearby Allied port. HMS Peteral took over radio duty for all Allied legations in Shanghai - and stayed behind.
The test shows the cost of a fairly passive Allied opening move - compared to an aggressive offensive as we see in Test 6A - at least in the face of a comprehensive and integrated Japanese attack. RHS not only rewards an offensive defensive, it at least sets up vast numbers of losses in port if the Allies are passive. The Japanese put up 3 times as many aircraft - but the Allies fought even in the sky - 38 to 37 - showing the merits of at least trying to fight in the sky by the Allies. The Allies lost a whopping 166 on the ground theater wide. The limited damage at Oahu was caused because, as Test 6 shows, the Japanese must assign aircraft to hit ships at sea - just in case USS Enterprise had run into range. In this case, it did not - 1 to 6 not being good odds.
This is the base case for test seven for comparison to the human tests. Regretfully - as this was being written - work requirements have caused Test 7A not to happen. Test 7B is still on track, with a German player, as far as I know.

This report excludes Allied testers in Tests 7A and 7B
This is a Control test - what might be called the base line - with minimal Allied input controlled by a rigid script - with a view to automating the game (for Scenario 102 if it works out well or acceptably enough). If not much is done, the civil schooner Cynthia Olsen is the most likely first ship engaged in the Central Pacific - as IRL - and by shelling from a sub - as IRL.
Aside from setting aircraft production (turning on factories with current aircraft, turning off factories which are future production) and key economic settings,
this involved only a few actions in Hawaii, the Philippines and Malaya. No commanders were changed - no cause yet - and nothing changed on the ground either. The rationale in each area was different, based on local intelligence.
In Hawaii, Kimmel took seriously the "don't expect hostile action" line of the warning message, but he ALSO took General Martin's (author of the joint Army Navy report which properly described the still theoretical attack in detail) recommendation. Since there were not 180 B-17s for the Army to search with, he put up comprehensive PBY searches from Midway, Johnston, Hilo, Oahu and Palmyra. These searches were supplemented by most of the Hawaiian Air Force B-17s and some short range recon planes, as well as by the carriers at sea and floatplanes. The two commanders created an integrated fighter defense plan. It didn't quite work on the initial wave - the planes were still assembling I guess - but it did manage to fight even in the sky at more than 20 : 1 odds in fighters (some of the Japanese were on the deck strafing, but even so - being at altitude helped a good deal). The second wave met more resistance with contributions from every squadron on two islands. At sea, Kimmel decided - "what if the carriers actually FIND an enemy force of "a maximum of six aircraft carriers?" He ordered the two forces to combine, and to be joined by a heavy cruiser nearby at Johnston Island. He ordered the Enterprise to fly off its short range TBDs in favor of taking on the only land based carrier bomber squadron available able to reach either carrier. This effort - invisible in the replay - probably means the Allies have a merged and integrated carrier task force by the end of the day. The two single ship ASW forces at sea were allowed to continue on course home, as were all non-warships at sea - it is still peacetime. But the two single ship ASW forces in the Oahu hex were increased to full four ship groups. These four ASW task forces give a good demonstration of the RHS ASW system, which is working very well in my view - because a "target rich environment" means a number of engagements occur. Otherwise, he ordered the remaining four submarines in Oahu to sea - to join the four already there - on four different headings - from Due West to due South - the expected direction of enemy approach (which, in fact, turned out to be correct).
On Luzon, the Far East Air Force, with more bases if not more fighter units than Hawiian Air Force has, set up a complex interleaving systems of CAP and LRCAP which worked much better than expected - engaging and sometimes decisively winning air battles even in hexes not intended to be covered - providing critical air cover for ships at sea and no doubt reducing damage to airfields. The B-17 force - lacking authorization to start the war with attacks on Formosa - concentrated at the Dole Pineapple Plantation on Mindinao, and managed impressive (if ineffective) attacks, plural, while avoiding destruction entirely. Unexpectedly, Philippine Air Force LRCAP helped with an attack on the Japanese light carrier Ryujo. Admiral King had the best knowledge war was coming of any forward commander - he was under actual but secret orders to try to start it from the President - in the form of trying to provoke a technical attack on any minor "US warship" in a sort of former day "Tonkin Gulf Incident" - and he had RN intel from radio intercepts that the war would begin "on or after 8 December" - which is 7 December Hawaii time - due to the fact all Japanese merchant ships would be in home waters on or before that date. He ordered three auxiliaries, the last division of destroyers in Manila,and all of the most modern submarines to relocate to Cebu. The surface ships were caught at sea by planes from Ruyjo - twice - but LRCAP effectively defended them - in spite of NOT being assigned to that mission! These ships escaped the destruction which rained from the sky at Manila.
In Malaya, a few air units moved to bases presumed closer to the invasion (which, it turned out, wasn't the case - the Japanese invasion occurred from top to bottom of the Malay penninsula). Although only long range Blenheims were assigned to cover Force Z - LRCAP of Buffalos did as well - with some effect. Land base bombers managed to score and sink ships still laden with troops, in spite of effective attacks on two Allied air bases - since they were operating from six or seven different places. Force Z picked up every available warship in reasonable shape to become as close to a balanced fleet as possible - and got within one hex of the Japanese "Heavy Cover Task Force" - which presumably it would have given rough treatment. But fighter cover or no, and in spite of 1/3 of the Japanese long range torpedo bombers being tasked to bombing an airfield, close wasn't quite good enough. The heavy ships may survive, but they won't be engaging landing forces if they do.
The Allied gunboats at Shanghai - there to provide radio communications for diplomats - tried two different ideas - neither of which worked. USS Wake was relieved of its duty - and tried to make a nearby Allied port. HMS Peteral took over radio duty for all Allied legations in Shanghai - and stayed behind.
The test shows the cost of a fairly passive Allied opening move - compared to an aggressive offensive as we see in Test 6A - at least in the face of a comprehensive and integrated Japanese attack. RHS not only rewards an offensive defensive, it at least sets up vast numbers of losses in port if the Allies are passive. The Japanese put up 3 times as many aircraft - but the Allies fought even in the sky - 38 to 37 - showing the merits of at least trying to fight in the sky by the Allies. The Allies lost a whopping 166 on the ground theater wide. The limited damage at Oahu was caused because, as Test 6 shows, the Japanese must assign aircraft to hit ships at sea - just in case USS Enterprise had run into range. In this case, it did not - 1 to 6 not being good odds.
This is the base case for test seven for comparison to the human tests. Regretfully - as this was being written - work requirements have caused Test 7A not to happen. Test 7B is still on track, with a German player, as far as I know.
