HQ assignment to multiple units

I've seen several units with the same HQs assigned, but have no idea how to actually do that myself: when you go to assign a new commander, it won't let you choose one that has already been assigned.

A commander can be assigned to only one unit. However he is affecting neighboring units, so can be seen as a commander in nearby units.
