Using tracker I found the scenrio I was playing had two versions of most torpedos. For example the 18in Mk XII Torpedo is under device number 92 and 1589. This is the same for many torpedos.

The duplicate devices seem to be the same except that the higher numbered device generally seems to have a lower load cost. Cross referencing through a few ship classes, as far as I can tell, the higher number device is the one used in the scenario.

I am playing JWE's updated stock scenario. Is this a feature of these updated scenarios or is it a general feature found in stock scenarios?

I believe some old devices weren't removed from the list, though they aren't used anymore. I suspect if you look through the class specifications that the lower numbered devices aren't used anywhere.
