Flak 88mm vs. the anti-tank 88mm in Afrika Korps?

There are two different towed 88mm guns in Afrika Korps Panzer General. The first type of 88mm gun unit players can purchase with prestige points. This one is designated as an anti-aircraft unit. Unfortunately it can only fire against air units or conduct defensive fire when attacked by an enemy ground unit.

The second type of 88mm gun is one that is sometimes assigned to a player on a scenario-by-scenario basis. The second type of 88mm seems to function as an anti-tank unit. It can issue both offensive and defensive fire against ground targets.

Just wondering why players can't purchase the second type of 88mm gun unit? (The anti-tank 88mm gun). Or at least I have yet to see the anti-tank version of the 88mm offered as a play purchase option up to and inclusive of the Gazala Line scenario.

When you but the FlaK version, when it's on the map, there is a little button in the unit window that lets you convert to Anti-Tank format. You can change it back and forth: Flak to Anti-tank to Flak, etc... Two units in one, basically.
