Minimum Requirments

If I'm not mistaken, SoW is the latest version of the old Take Command series after Paradox bailed on the title.

In my TA 2nd Manas, I can adjust options so as not to stress my machine; since the new series requirements are at the limit of my current compter, is there an option to reduce the game's graphics as well as other options that would add less stress to my processor and RAM (2GB)?

There are quite a few performance options. If Take Command worked well, my guess is that Scourge of War would too, but Norb is the most qualified to speak to this. Could you post your exact specs or a DxDiag file?

My system:
Pentium 4 3.00 GHz Hyper-Threading Technology
2.75 GB RAM
Win XP SP3
ATI Radeon HD 4600 Series AGP 1024 MB

My PC does not meet the minimum requirements indicated:
>CPU: Dual Core 1.5 GHz CPU or higher<

But the game is running.
Not absolutely smooth, but playable.

Just don't try the 11 hour full army scenario in the Antietam map pack!

You'll be able to run it, but it might be slow.

Try the demo, it is free and you can try all the settings to see how your computer can handle it.

Yep, the Demo is the best test before you invest in something you can't play on your old, or inexpensive machine.

A decent graphics card is a must, and if you only have 2 gbs of RAM, I'd recommend a 1 gb card. Over the minimum requirements yes, but would allow for more BEST options. And avoiding bogging down while allowing as much eye candy as possible is always best for the immersion factor.
