Couple fixes needed in update

Hey Eric,
I noticed a couple of problems with a scenario design.
First is the swamp hexes. It is supposed to cost extra APs for a unit to move in them, but this is not reflected in the gameplay.
Second is a victory point problem. The design is an escape scenario. I've designed the victory hexes and checked the remove box.
In gameplay, the units reaching the victory hexes are removed, but no victory points are awarded.
