Noob Sealion Question

Hi,have started with Sealion and as Germany I keep hitting the same problem at around turn 14.
In simple terms my entire army seems to freeze and has no points to move or fight.[&:]
I always have a port and the various HQ's are close to their subordinate combat units. I am assuming i am making a very basic mistake in my supply chain but the manual seems very limited.
Any observations gratefully received.[:)]
