Why cannot some countries have DPs?

Why some countries dont have any DP?

Should be a way to have some DPs, at least in order to declare war. If you dont have allies and dont involve them, declare war should be 'free', since I assume if you're a dictator you dont need to give too much explanations. Even the other faction that attack that country could see you with good eyes and think into you becomes from their alliance.

I cannot have fun playing countries like Spain and abussing from Portugal while Germany keeps in trouble to allies. In fact is very boring because you cannot do nothing playing with a neutral country.

We can change the declaration of war table values, but I would really like to hear som more opinions regarding this issue.

If ou wish to change it by yourself you can go to:
consts.ini file and look for [WarDeclarationCost] section

That's not the point. The point is: the more allies you want to declare war to a third country, the more expensive should be. If you dont have any, then 0. It's pure logic I think.

It would be fun to play as Spain, declare war on Portugal, and later declare war on Vichy-France. Or how about play as Turkey and jump in against Bulgaria at the right moment (maybe even out race the Soviets to the Romanian oil fields. How about play as Italy and invade Spain in 39? In other words, I like options that don't require me to "mod."

You can mod it if you like,

The following changes to the relations.csv file will give you war with Spain vrs Portugal:

Based on the example you can set any two countries at war.

Adding Spain to Axis needs the countries.csv I believe

'Fun' but not too chalenging to take out Portugal as Spain...

I expect if Franco had done it he would have been measured for a necktie at Nurenburg...

The fun part of playing with Spain is that you can attach portugal, and then, france/gibraltar, and later go to war as an axis with enough potential, like Italy.

Of course, you need one year to prepare units, but that's not posible if you cannot modify your war economy before going to the war: tm.asp?m=3196929

And isnt posible if you need DPs to declare war. I see very reasonable that the base cost of declare war is zero, and for each allied you have the cost raise.
