Has anyone ever finished or mostly finished the scenarios in SPWAW with Decisive Victory? Anyone?

It takes practice, practice, practice. The time will come when you'll be achieving your own DV's

Some historical scenarios have been designed so that you are on the losing side. In those, you would be lucky to score a draw.
Winning is not everything. Sometimes surviving is enough.

Really, I suspected that since some of the scenarios are very, very tough and seem to be won by mere luck.
By the way, is that quote from Waterloo?

Yes it is a quote from Wellington after the battle of Waterloo.
In a few of the scenarios I have taken the objectives. Of course I thought "Thank God, got the buggers". However the game played on determined to go the full amount of turns allowed. Why is this?

Well..I've played about 40 battles in the Lost Victories campaign..so far.

I've gotten decisive victories in most cases...I think 1 draw so far, but I was very happy with that result.
And if some Wild Bill's scenarios may feel hard it may be that after I tested them and found them easy he then increased the difficulty

This could be approached from several directions.
It could be that the game engine is designed to go the full count so no matter how quickly you take the objectives the scenario will play out to the end.
It could be that the scenario designer alloted too many turns and that the scenario should be redesigned.
It could be that you did not envelope the enemy and destroy him when you should have; his force is still a danger to you and there is more work to be done.
It could be that you were in too much of a hurry and took unecessary casualties as a result.

I have beaten most of the scenarios, except their are a few you have to play as the defender to win. I think Dieppe is impossible as the Canadians which is a shame but historically acurate. Are their any others like that?

IMHO, SPWAW was not designed like most strategy games. The objective is not to have balanced units and scenarios, which can be both won and lost. The objective is to simulate conflict in WWII, and to give the player a taste of what it must have been like to command units in that conflict.
It is not the matter of "finishing" the game; you can go on and on. Also, it is not the matter of winning; rather of being there.
Just my two cents

found out that playing against comp mostly gives marginal vic“s and sometimes (depends on your time and patience) decisive vics.. playing a human player drastically changes this. played 6 or 7 e-mail games till now, only losses and some draws

OKW, it helps to have an experienced core...currently all my 3 Stug-IIIB's have over 100 kills each..though random bug deleted the kills from one tank..but luckily the 120+ experience level wasn't erased. Also my infantry units are all elite except the mg teams, AI seems to have a thing against them and kills them no matter the cost.
Because of such core I use aux units for flushing out the enemy and then use the elite troops for the kill. Some of the best moments have been when I've 'herded' 4-5 enemy infantry units into same hex and then drive a Stug into same hex and overran the whole bunch

And those elite infantry squads can often keep half a dozen russian squads at bay, imagine when your unit has hit % in the 40-50 range and enemy fires back at below 10%
