Dec 7th: Kido Butai stays at Etorofu

Newbie player: I'm trying to set up a December 7th "decisive battle" around Hawaii, putting all US planes on alert in Hawaii, sortieing the US BB's to take on Kido Butai as it launches its planes. I'm playing US player against Japanese AI, but Kido Butai stubbornly refuses to sail from Etorofu. I tried setting it at "absolute" threat. Its instructions are otherwise unchanged. Why is it not leaving Etorofu in spite of its setup instructions to sail to Pearl and what else can I do to get it to move?

If I make no changes to US dispositions at Pearl, it usually does move and attack normally (standard Dec. 7th air raid on Pearl).
This is driving me nutty.

Actually sounds pretty realistic, the whole objective of the PH mission was a suprise attack, if they thought the US was prepared for them (especially the fleet sortied), the attack would likely have been called off. The IJN had agents making constant checks to ensure the fleet would be in port.

I don't care about realistic: in WITP-AE, how can I force Kido Butai to go to Pearl Harbor? If I set threat to absolute, why would it not go?

Try setting the routing to direct, change the TF leader, put waypoints in. Which version are you using as there has been a change recently to air superiority rules which might have something to do with it.
