I have just noticed that a Hungarian Engineer unit has appeared in a number of widely spaced battles, some North of the Axis Allies limit line!
The same unit has appeared in 4 battles, see attached sceenshot example. They seem always to be attached to German HQs which is outside of the rules?

I also noted that the Hungarian 2nd Armoured Division is operating under the command of the VII Romanian Corps. Is this not incorrect as Hungarian units cannot operate with Romanians?

Is it an Axis AI?

Yes it is Axis AI with setting of Hard (125/80)

Do you have a save file you can attach from the Soviet turn just before the Hungarian battalion is attached to 6th Army, and/or just before 2nd Armored Div is put under Rumanian command?

I do not know when the attachment took place as I am playing Axis so cannot see the detail. I only noticed this on combat report/replay.
I have tried to attach the preceeding Sov save file
I cannot attach the save game file as I keep getting an error message saying file type is unsupported. Can you give me an e-mail address so I can forward the file to you?

Zip is supported. Either just change 'sav' to 'zip' (and be sure to tell this) or zip the file & attach.
