In the Game folder, there is folder called "Video" My folder is empty. Are there any videos in the Game?

There are no in-game videos for Panthers in the Fog, so no you're not missing files. The Videos folder is a part of the game's general folder layout, so it hasn't been removed.

If a mod adds videos would they play???

You could add intro videos, but not the daily videos ala LSA.
