I had a situation when on-map counter had 4CV and in the Commander's Report that unit had 5CV. Different rounding?

Yes, in some cases one is added to avoid division by zero, in some check is done and one is added to only if it gets zero.

So you won't need the save then? What about showing X.YCV in CR like in the tooltip? That would save some pain in the a.. to find out the really weak units, also would allow to check the strength of SU, which otherwise is almost always 1.

I'll take a look, it can be possible, although CR building functions are resource demanding and optimizing them is the priority task, sometimes taking over the more informative solutions.

Is it not a case of the CR showing the nominal CV and the 4.4 is with fatigue and so on? Meaning that the CV 5 in the CR is what the unit would have in a best case, that is the way I've always figured it.

I think it's not.

Actually this looks common now that I have seen it.

Of 3 rifle corps I have:
one has 10.0 detailed CV, 10 on counter, 11 on report
one has 8.6 detailed CV, 8 on counter, 9 on report
one has 7.8 detailed CV, 7 on counter, 8 on report
