Cancelled CAPs Expenditures don't Refund the CAPs?

I might have found another bug. If I spend APs or CAPs to use a card with a cost, then cancel that action (using the [Escape] key), the spent APs or CAPs are not refunded.
For example, I clicked on a Rifle unit that wasn't going to make it into a fight and played the Rally card (for 2 APs/CAPs) and saw the APs of the Rifle go down two (as expected). Then decided against it and hit escape without rallying anything. It did cancel the card but the 2 APs weren't returned.
That doesn't sound right.
